Concord Man Accused Of Trying To Meet Minor For Sex: Contra Costa DA
Phillip Moussa, 43, was arraigned this week on nine felony counts related to arranging to meet a minor for sex, the DA's Office said.
CONTRA COSTA COUNTY, CA — A Concord man is facing nine felony counts related to arranging to meet a minor for sex, according to the Contra Costa County District Attorney's Office.
Phillip Soliman Moussa, 43, was arrested June 29 in Danville after investigators allege he engaged in online communications with a person he believed was a 14-year-old child, the DA's Office said.
It is alleged that during the course of their communications, Moussa sent the minor a text requesting to meet at a park in Danville to engage in sex acts. When Moussa arrived at the park, he was arrested by police.

The Contra Costa County District Attorney's Office filed charges Friday against Moussa.
As of Wednesday, Moussa remained in Contra Costa County jail with his bail set at $675,000.

He was scheduled to be arraigned this week on the following charges: three counts of arranging to meet a minor for sex, three counts of online enticement of a minor, and three counts of attempted lewd acts with a child.
The case was investigated by the Silicon Valley Internet Crimes Against Children Task Force. In Contra Costa County, detectives and investigators from the following agencies participate in the task force: the Walnut Creek, San Ramon, Concord and Moraga police departments, the Contra Costa County Sheriff’s Office, U.S. Secret Service, Homeland Security Investigations, the Contra Costa County Probation Department and the Contra Costa County District Attorney's Office.
