Investigation Triggered In January Stand-Off Suspect's Death: CCCo DA

Contra Costa County authorities investigate jail in-custody death after inmate dies, triggering county-wide protocol.

CONTRA COSTA COUNTY, CA — A routine cell check inside the county jail turned into an investigation after the man who barricaded and then shot himself during a massive standoff in January attempted suicide in custody.

Now, weeks later, he died at a local hospital, prompting officials to activate a formal fatal-in-custody protocol and open a joint probe into the circumstances surrounding his care and supervision.

Deputy sheriffs discovered 54-year-old Raymond Smith of Oakley on May 4, 2026, after he attempted suicide inside his cell at the Martinez Detention Facility. Deputies provided first aid before transporting him to a nearby hospital, where he remained under medical care until he was pronounced dead at approximately 11:34 a.m. Sunday.
