Stand-Off With Gunman Barricaded In Suburban Home Ends In Oakley

A man suspected of shooting at a Contra Costa County Sheriff Deputy and barricading himself in an Oakley home surrendered Monday night.

OAKLEY, CA — Authorities descended on an Oakley neighborhood Monday, putting the area on lockdown as they searched for a suspect who, they said, shot at a Contra Costa Sheriff’s deputy and then barricaded himself inside a home.

A 54-year-old Oakley man was taken into custody after a hours-long standoff that began, police said, when he fired multiple shots at a Contra Costa County sheriff’s deputy during a traffic stop.

The incident began about 10:50 a.m. when a deputy responded to a report of a restraining order violation. The deputy then located the suspect’s vehicle on the 4300 block of Gold Run Drive, according to the Contra Costa County Sheriff’s Office. After the deputy stopped the vehicle, the driver exited and opened fire on the deputy. The deputy, who was not hit, returned gunfire.

The suspect fled on foot into a nearby neighborhood, prompting a large-scale search involving multiple law enforcement agencies, including the California Highway Patrol, Oakley, Brentwood, Antioch, and the East Bay Regional Park. The Contra Costa County Sheriff’s SWAT, hostage negotiators, a drone unit, and a K-9 team were also deployed.

Authorities locked down the neighborhood at about 11:40 a.m. as drones flew overhead and police in armored vehicles patrolled the area.

Authorities told residents to avoid the area surrounding Gold Run Drive, including Lariat Lane, Placer Drive, Prospect Court, Sutter Street, El Dorado Street, Sonora Court, and Silverado Drive. Residents in those neighborhoods were advised to stay indoors and report any suspicious activity to authorities.
Authorities located the suspect barricaded inside his home on the 2700 block of Placer Drive. For several hours, they tried to communicate with him. Eventually, a SWAT armored vehicle approached, and a gunshot was heard from inside.

After the gunshot, about five officers carried out a person covered in a dark blanket from the home where the suspect had barricaded himself.

Contra Costa Sheriff's deputies identified the man as Raymond Smith, 54, of Oakley.
Investigators said the suspect appeared to have shot himself. Medical personnel treated his wound before he was arrested and transported to a local hospital.
