Here are the top five stories in Concord today:

  1. The Contra Costa County Board of Supervisors will hear appeals Tuesday of county planning commission approvals of two proposals earlier this year to convert the Martinez Marathon Refinery and the Phillips 66 Refinery in Rodeo to renewable biofuel facilities. The planning commission approved both projects unanimously. Several environmental groups and a few councilmembers oppose the plans, saying that the environmental impact reports were faulty. Staff recommends denying the appeals because the projects are consistent with the general plan and they would improve air quality. The meeting to hear the appeals is at 9 a.m. today. (Claycord.com)
  2. California law prohibits sideshows and racing on public streets. But it doesn't cover enforcing anti sideshow laws on private property. The City of Pittsburg is taking up that gap, looking at an ordinance that would prohibit spectators at these events on private property. (Claycord.com)
  3. This one plays like a B movie. A Moraga man saw a truck pass by his house on Sunday evening. Then, he heard the familiar sound if HIS truck firing up. He knew what was happening and hopped in his Mercedes for a hot pursuit of the thieves that had just stolen his truck. Eventually, after the suspects had t-boned his Mercedes and taken him for an unwelcome ride on their front bumper, one of the thieves exited their now-disabled truck for some fisticuffs with the truck's owner. In a comedy/tragedy of errors, that thief was run over by his own wingman. You can read the entire encounter at this link, but don't look for any happy endings. One of the suspects made a clean getaway, and the victim was left with two disabled vehicles. (News 24/680)
  4. Lots happening around Orinda! The Lamorinda Community Emergency Response Team (CERT) will team up with like-minded organizations to conduct a General Mobile Radio System (GMRS) radio exercise. During the exercise, users will be asked to call on their radios and report their name, location, city and evacuation zone. This information will then be recorded by volunteers at the control center and mapped to determine which neighborhoods have coverage and which need greater efforts to raise awareness and participation. To find out which evacuation zone you live in, visit www.community.zonehaven.com and enter your address. All licensed GMRS radio operators are welcome and encouraged to participate in this exercise. The CERT radio exercise will take place May 4 from 7 p.m. – 8 p.m. (The Orinda News)
  5. In another story out of Orinda, A 16-year-old student from Tábor, Czech Republic is looking for a host family. Her name is Sofia. Sofia would like to attend Miramonte High School. She is a gymnast and a runner who has passed an in-person English interview in front of a three-member panel of English speakers in Tábor.
