Transformation Of Concord Naval Weapons Station Begins To Take Shape

Breaking: Two important milestones have taken place just in the past week.

CONTRA COSTA COUNTY, CA -- The Concord Reuse Project, located on the site of the former Concord Naval Weapons Station, continues to make positive progress, delivering on the community’s vision to create a vibrant new development to live, work and shop.

Two important milestones have taken place just in the past week.

The City of Concord and FivePoint, which is managing the project for developer Lennar, hosted the second community workshop for the development on Saturday, June 17 at the Concord Senior Center. City staff, FivePoint, and Hart Howerton presented to the citizens in attendance. Hart Howerton is on the FivePoint team, serving as the development’s master planner. Over 230 Concord residents gave input on the evolving framework plan. The project will result in a mixed-use community with housing, commercial office buildings, retail, parks, and a new K-8 school.

Residents were asked to weigh in on a variety of exciting features in the development: a Tournament Sports Park, green space, “complete streets” with sidewalks and bike lanes, energy efficiency, a campus, a village center, and community facilities and schools. City staff is in the process of reviewing nearly 800 public comments on these topics.

The community workshop was followed by the development’s Community Advisory Committee (CAC) meeting on Tuesday at the City of Concord Council Chambers. Many CAC members said they were impressed by the work that has gone into the community workshops and framework plan, finding them to be thorough and informative. The plan begins to broadly show how these important attributes could be incorporated, while successfully integrating with the existing neighborhoods of Concord.

The framework plan is the outcome of years of community input, the City Council’s approved Area Plan, multiple CAC meetings, and the community workshops where Concord residents share their hopes for the Concord Reuse Project: Jobs and economic opportunity, retail and entertainment, open space and parks, and convenient access to transportation.

“Collaborating with the community and the City of Concord has been a constructive experience,” said Kofi Bonner, regional president northern California for FivePoint. “We are looking forward to delivering the World Class community that all envision.”

Concord’s Community Advisory Committee will continue to work with FivePoint and Hart Howerton to approve greater detail within the plan, heading to City Council approval of a Specific Plan in November 2018. Community members will also have another opportunity to review and provide feedback on the framework plan at the next community workshop set for Sept. 23, 2017.

About Concord Reuse Project

The Concord Reuse Project designates over 2,700 acres for open space preservation to the East Bay Regional Parks District (EBRPD) and 2,248 acres for mixed use development and open space, parks and greenways. Lennar is the City’s master developer partner for the Phase One property, approximately 500 acres of the site. FivePoint is managing the project for Lennar. Lennar and FivePoint will also create a Specific Plan and a Master Infrastructure Plan for the entire 2,248 acres. The final plans will fulfill the city’s vision of a development that is World Class with a Balanced Approach, Economically Viable and Sustainable, and will enhance the Quality of Life.

Timeline

  • The City and Lennar-FivePoint are currently negotiating with the Navy on transfer of the land.
  • CEQA analysis will begin this fall – development impacts will be assessed and mitigations studied.
  • The Specific Plan is scheduled to be adopted by City Council in November 2018 and the Environmental Impact Report (EIR) certified by City Council in November 2018 as well.
  • Construction of Phase One should begin approximately 34 months from today.
  • Buildout of Phase One will last approximately 12 years, covering approximately 500 acres and including nearly 4,400 units of housing, with 25% affordable, 1.7 mill sf of commercial, and a new school.
