Here are the top five stories in Concord today:
- Christopher David Owens, 39, of Martinez was arrested last week and charged Monday with multiple, sex-assault felonies that date to 2017, including three counts of rape in Concord, Pacheco, Pleasant Hill and Walnut Creek, according to authorities. Deputies conducted a warrant search of his Martinez residence Thursday. During their investigation, detectives, working with other local law enforcement agencies, linked Owens to other cases, including a March 2017 rape in Walnut Creek, an August 2017 rape in Concord and an attempted rape in October 2020 in Pleasant Hill, the agency said. - The Concord Police Department welcomed two new officers with a swearing-in ceremony Monday. Officers Andrew Mathers and Justin Caballero "will go through a few weeks of in-house training, then hit the ground running by the end of this month," the department said. The Concord Police Department is currently hiring police officer trainees for the upcoming January academy. - A 19-year-old man has been arrested in connection with a June 18 smash-and-grab robbery at the Macy's in Walnut Creek's Broadway Plaza. Walnut Creek Police identified Jammoni Simon as one of the suspects in the robbery. During the arrest of Simon, police found a loaded firearm in his possession. - Contra Costa County has its first confirmed case of monkeypox. County health officials confirmed the case to the Board of Supervisors on Tuesday, along with information that COVID-19 is also on the rise in the county. (Claycord.com)
- The annexation of the East Contra Costa Fire Protection District (ECCFPD) to the Contra Costa County Fire Protection District (Con Fire) was completed at a ceremony on July 1 in Brentwood. "Our communities are safer today and will be safer in the future. That's the bottom line," said Diane Burgis, District 3 county supervisor. "Today is a good day," noted Con Fire deputy chief Aaron McAlister. The annexation will double the number of firehouses in East County from three to six by 2024. (Pioneer Publishers)

- The City will be performing road resurfacing Saturday and Sunday within the Ellis Lake area. The work will occur on Detroit Avenue between Clayton Road and Todd Avenue and on Oakmead Drive between Detroit Avenue and Toyon Drive. (City of Concord, California via Facebook)
- Town Hall's New Voices series highlighting local playwrights continues with "The Re-Education of Fernando Morales" on Aug. 20.
