The elected and appointed officials of the City of Coronado seems to be 'confused' as to the proper use and accounting of taxpayer money. Taxes are collected to provide for the basic needs of the community. Each government agency has its own funding and is expected to live within the means of their own budget.
I have no doubt that one of the most expensive cities in America receives enough tax revenue to provide quality services; but I do question the accounting and business practices of the City of Coronado.
Coronado is the size of a medium size company that has changed very little in the last few years, yet their budget has grown from 59 pages to 328 pages and is riddled with inconsistencies. Budget Expenditures also lists $8.28 Million for 'Other Uses'. $8.2 Million is far too much money to have no direct use.

The most notable claim on the Budget is that the City plans to pay out more in retirement and worker's comp claims than in actual wages. I am an old woman that has spent many years in the public and private sector, but I have never seen a company or agency pay out more in benefits than actual wages.
Yes, we've all heard the rumors that 'Imperial Beach is the training ground for corruption and Coronado is where the corrupt retire'; but it is not the burden of the taxpayers of Coronado to provide a cushioned retirement for elected and appointed officials of San Diego County.

I am requesting the following Public Records from the City of Coronado:
General Ledger Dated 07/01/11 – 06/30/12
General Ledger Dated 07/01/12 – Present
Monthly Bank Statements showing General Fund Checks Dated 07/01/11 – Present
Employee Roster listing Employee Names, Job Title, and Start Date
Statement of Appropriations Limit for the fiscal years ending 2012, 2013, & 2014 as required in California Constitution Article 13B
And let's be perfectly clear as to what is meant by a 'Printout of the General Ledger'. I am not interested in 'summaries' or 'selection of criteria'. I want and expect a complete printout of the General Ledger. The General Ledger printout will list the transaction number, date, accounting code, memo, and amount of each transaction recorded by the City for the specific fiscal period. And no, there is no information on the General Ledger that is not Public Information.
'Monthly Bank Statements Listing Checks' means the statement the Bank issues at the end of every month listing all deposits, withdraws, and checks. I want to see all the money go in and all the money go out.
In a Democracy Government Agencies belong to the People. When government agencies become bloated bureaucracies it is the duty of the People to step in and control the government.
