Culver City Council To Consider Compensation Agreements For Nonunion Employees

Wage increases of 3%, 3.5% and 4% are proposed for several nonunion employee groups, while negotiations continue with two employee groups.

CULVER CITY, CA — City Council members next week will consider proposed three-year compensation deals for three employee groups without union representation, officials said Wednesday.

The compensation packages cover "confidential management, confidential nonmanagement and executive management employees" whose previous employment agreements expired June 30.

The proposed terms for which council members will weigh approval Monday include general wage increases of 3%, 3.5% and 4%, along with additional compensation and benefit enhancements. The city estimated the packages' overall economic value including benefits at approximately 12%.

Proposed benefits include professional certification pay, educational incentives, deferred compensation, enhanced medical coverage, consistent provisions for employees who waive medical coverage and greater flexibility to use accrued vacation during their first six months of city service, according to the city.

Confidential management employees would receive new short-term and long-term disability coverage, while executive management employees would receive an updated transportation allowance and credit for prior public-sector experience when determining vacation accruals.

"While individual provisions reflect each group's responsibilities and needs, the City has maintained a consistent approach to the overall economic value offered to miscellaneous employee groups," according to a city statement.

Negotiations continue with the Culver City Employees Association and Culver City Management Group.

Both have been offered compensation and benefit packages with the same overall economic value as those proposed for the other miscellaneous groups, according to the city. Specific provisions may differ based on job classifications, operational responsibilities and employee priorities.

The proposals follow council approval June 8 of three-year agreements with the Culver City Police Officers Association, Culver City Police Management Group, Culver City Firefighters Association and Culver City Fire Management Group. Those agreements with public safety employees cover retroactively July 1, 2025, through June 30, 2028.

General wage increases for public safety employees are governed by the Police and Fire Salary Initiative Ordinance, established in 1953 to maintain average pay levels tied to Los Angeles and Los Angeles County.

The public safety agreements included special pay increases of 4%, 3% and 4%, totaling 11% over three years, along with the same benefit enhancements extended to miscellaneous employees, according to the city.

Officials said they are seeking compensation agreements that support recruitment and retention while preserving essential services and maintaining long-term financial stability.

The city's website has information on remotely viewing council meetings. The meeting on Monday starts at 7 p.m. at City Hall, 9770 Culver Blvd.
