Senator Pavley’s Fracking Disclosure Bill Passes First Committee Hearing

Senator Fran Pavley's bill requires advance notice of drilling and hydraulic fracturing ("fracking") operations of any well to nearby property owners.

Senate Bill 1054 authored by Senator Pavley (D-Agoura Hills) would require well operators and owners to notify neighbors before undertaking drilling or fracking operations. The bill passed its first committee hearing on Tuesday.

Highlighting the importance of the bill, Pavley stated in a written press release, “No one should come home from work and find a new oil well or find out an existing well is being fracked next door without advance notice.”

Noting the serious environmental concerns caused by widespread fracking, Pavley added, “Frankly, if your neighbor was going to remodel their house, you’d be told about it in advance.”

According to a statement released by Sen. Pavley’s office, the bill also requires the Division of Oil, Gas and Geothermal Resources (DOGGR) within the California Department of Conservation, to annually report back to the legislature to ensure notification compliance.

Just last month, Culver City held a public forum to discuss the ongoing fracking issues in the Baldwin Hills/Inglewood oil fields. Along with the environmental impacts, the need for more transparency and notification was also high on the list of community concerns.
