Del Mar Delays Discussion On 10th Street Affordable Housing Plan
City delays discussion until Nov. 10 amid ongoing talks with state housing officials.
DEL MAR–CARMEL VALLEY, CA — City staff recommended the City Council continue the 10th Street affordable housing item to Nov. 10 after consulting with the state housing department.
Officials said the delay will allow time to evaluate upcoming actions to ensure the city’s Housing Element remains in compliance. Del Mar is required to develop at least four affordable housing units on the vacant, 0.10‑acre site at the southwest corner of the Civic Center complex.
The Oct. 20 agenda item would have considered an Exclusive Negotiating Rights Agreement and a Predevelopment Funding Agreement with Gangi Development to establish a timeline for predevelopment plans, studies, community outreach, environmental review and necessary approvals. Staff noted the proposed agreements would not approve any specific development.

Future proposals will include details such as the total number of units, parking and design. They will undergo community outreach and review by the Design Review Board and Planning Commission before returning to the City Council for a final decision.
