Senate Republican Leader Bob Huff (R-Diamond Bar) celebrates the 36th Anniversary of Proposition 13 in his Capitol Comment for the week of June 2nd, 2014.
The brainchild of low-tax crusader Howard Jarvis -- Proposition 13 was approved by 65 percent of California voters on June 6, 1978. The goal of this measure was to keep people in their homes.
Not many people will remember that prior to Proposition 13; property taxes were out of control in California. Tax bills were wild and unpredictable, rising as much as 100 percent in ONE YEAR.
The passage of time hasn't dimmed Proposition 13's popularity. The most recent poll finds 63-percent of Californians say it's done more good than bad. Equal numbers of Democrats and Republicans still support it.
