Condo Project at Diamond Jim’s Dairy Site Granted Extension for Permits

The Diamond Bar City Council voted to grant a one year extension to obtain permits, after issues with drainage slowed the project down.

After hitting a few snags, the applicant behind a nine-condominium complex at the Diamond Jim’s Dairy property was granted a one year extension to obtain permits and begin construction.

The Diamond Bar City Council unanimously agreed to the extension during Tuesday night’s City Council meeting. The project at 23671 Golden Springs Drive was moving slowly due to issues with drainage, according to Community Development Director Greg Gubman.

The proposal to redevelop the drive-thru dairy site was approved by the City Council in November 2007. The original approval was valid for three years, and grading plans were first submitted to the Public Works department in 2008. On February 15, 2011, the City Council approved an extension to November 20, 2011 for the Conditional Use Permit and the Development Review applications, and on November 7, the applicant requested a second time extension to complete the outstanding prerequisites to permit issuance.

“The main challenge facing the project was in developing a drainage plan to carry storm water runoff from the site,” Gubman said. 

An effort was made to negotiate for drainage easement through a condominium complex to the south, but this was ultimately unsuccessful. A revised plan calls for sewage to be pumped out from the site.

The Public Works/Engineering Department approved the grading plan in late February, and according to the applicant, the draft CC&Rs will be completed shortly. 

“Because the applicant has been diligently working with the Public Works department to obtain the grading permit, staff supports the extension,” Gubman said.

The Council voted in favor 5-0, and the extension of time does not change the approved project in any way.
