DB City Council Gives Condo Project One-Year Extension

The nine-unit project is to be build on the Diamond Jim's Dairy site.

The developer of a planned nine-unit condominium project on the Diamond Jim's Dairy parcel will get another one-year extension for its conditional use permit and development review.

The Diamond Bar City Council Tuesday night voted 5-0 to grant the extension.

The current extension follows one the council granted in April 2012 for the project at 23671 Golden Springs Drive.

The council first approved the project in November 2007. The initial approval was for three years, with subsequent extensions granted in February 2011 and November 2012.

The project has had some challenges, mainly a storm water drainage plan that required the developer to get an easement from the homeowners' association representing residents living next to the site, said Community Development Director Greg Gubman.

An agreement could not be reached with the association for the easement, so an alternative plan had to be created for storm water management, he said.

Last July, the city's Public Works-Engineering Department approved the sewer and grading for the project. Last month, the applicant filed the construction plans with the Building and Safety Division for plan check, he said. 

That the project is moving along is a good sign, he said.

"There are still several tasks that must be completed before the appplicant can begin construction and record the condominium map," he said, "but in light of the steady progress being made towrds those ends, staff and the Planning Commission believe it to be reasonable and appropriate to extend the project entitlements for an additional year."
