28 Arrested During 'John' Sting Operation

The two-day enforcement was a collaboration between Fairfield, Suisun City and Vacaville police departments.

Dozens of individuals are facing criminal charges for alleged prostitution-related incidents following a massive sting operation. Here’s the full release from the police department detailing their investigation.


The following press release and accompanying photos were submitted from the Fairfield Police Department:

On Feb. 20 and Feb. 21, Fairfield Police Department patrol officers and detectives assigned to the General Investigation Unit, Special Operations Team and Narcotic Investigation Unit conducted a β€œJohn” sting at various locations in the City of Fairfield.

The Vacaville Police Department and the Suisun City Police Department assisted with the operation.

Suspects involved in prostitution-related activities are commonly associated to various other crimes including, but not limited to, controlled substance violations, weapons offenses, pimping, robbery, assaults and property related crimes.

Often times, women who are involved in prostitution, are victimized by these β€œJohns.”

β€œJohns” are also often times conducting prostitution related activities with juvenile females. These criminal activities are directly related to Human Trafficking.

During the course of the two-day operation, a total of 28 suspects were arrested.

The following suspects were booked into Solano County Jail for (suspicion of) Prostitution or Prostitution Loitering:

  • Norris Pugh, a 52 year old Fairfield resident.
  • Lamar Parsons, a 42 year old Suisun City resident.
  • Eliodoro Zuniga, a 46 year old Fairfield resident.
  • Ulises Hernandez, a 46 year old Fairfield resident.
  • Ahmad Afzali, a 44 year old Fairfield resident.
  • Michael Roberts, a 30 year old Fairfield resident.
  • German Nunezvaldez, a 38 year old Suisun City resident.
  • Jose Castro, a 38 year old Yuba City resident.
  • Phillip Rumando, a 44 year old Vallejo resident.
  • Luis Martinez, a 53 year old Daly City resident.
  • Gregory Thomas, a 56 year old San Pablo resident.
  • Oscar Hernandez, a 29 year old Fairfield resident.
  • Harpal Singh, a 38 year old Fairfield resident.
  • Joseph Stallworth, a 35 year old Oakland resident.
  • Cyril Eshabarr, a 56 year old Fairfield resident.
  • Arturo Perez, a 38 year old Fairfield resident.
  • Rupinder Samra, a 43 year old Woodland resident.
  • Andres Merino-Sanchez, a 29 year old Fairfield resident.
  • Rogelio Bautistagomez, a 34 year old Fairfield resident.
  • Lawrence Headington, a 56 year old Fairfield resident.
  • Heliodoro Delreal, a 59 year old Vacaville resident.
  • Alan Perezrodriguez, a 27 year old Fairfield resident.
  • Jose Camargo, a 44 year old Fairfield resident.
  • Juan Rodriguezreyes, a 38 year old Fairfield resident.
  • Rodrigo Marilesdiaz, a 28 year old Suisun City resident.
  • Glenn Gaffey, a 40 year old Fairfield resident.
  • Zaira Monroy, a 28 year old Fairfield resident.

Lamar Parsons was also booked into Solano County Jail for Probation Violation and possession of suspected Methamphetamine.

Andres Merino-Sanchez attempted to flee during his arrest and was also booked into the Solano County Jail for Obstructing Law Enforcement.

Glenn Gaffey was also booked into Solano County Jail for Obstructing Law Enforcement.

Zaira Monroy was also booked into the Solano County Jail for Offering to Furnish Controlled Substances and Possession of Controlled Substances.

David Daniels, 26 years of age, was contacted during the operation and placed under arrest for Probation Violation and violation of his Sex Offender Registrant status.
