DIXON, CA — Two Vacaville officials are competing for a seat on the Solano County Board of Supervisors in the Nov. 3 election, with economic development and public safety among the key issues in the race, according to SFGATE.

Vacaville Mayor John Carli and City Councilmember Michael Silva advanced from the June primary to compete for the District 4 seat, which represents Dixon, parts of Vacaville and surrounding areas of northern Solano County.

The seat is currently held by Supervisor John Vasquez, who announced he would not seek reelection after being diagnosed with stomach cancer in 2025. Vasquez has served on the board since 2002.

The race comes as Solano County faces a projected $36.6 million budget deficit for the 2026-27 fiscal year, according to the report.

Silva, who joined the Vacaville City Council in 2020, is a biotechnology professor at Solano Community College. His campaign emphasizes affordable housing and community-focused leadership. He has received endorsements from labor organizations, agricultural groups and Democratic officials.

Carli, a retired Vacaville police chief elected mayor in 2022, has focused his campaign on public safety and economic development. His supporters include Vasquez, Solano County District Attorney Krishna Abrams and law enforcement organizations.

The candidates also differ on a proposed shipbuilding project backed by California Forever. Carli has expressed support for rezoning land to accommodate the project, while county supervisors voted against advancing related legislation in August.

According to the report, Silva has raised $236,105 this year, compared with about $225,530 for Carli.

Voters will decide the District 4 race Nov. 3.
