Mason Allen John (18), of Dixon was arrested per 12500(a) VC, driving without a license and per 11364(a) H&S, possession of a methamphetamine pipe. Passenger Chelsea Briann Franklin (20) of Dixon was arrested for an outstanding felony warrant for failure to appear and per 11364(a) H&S, possession of a methamphetamine pipe. Both subjects were transported to Solano County Jail. The vehicle was impounded for 30 days.
