0157 Theft in progress in the 1200 block of Stratford Av resulted in the arrest of Tommy Hamilton-Hart(19) of Dixon. Hamilton-Hart took a cash drawer from the register, fled a store but was identified from store video. Hamilton-Hart was located hiding in a residential garage and taken into custody for possession of drug paraphernalia (11364 H&S). Hamilton-Hart was identified by witnesses and placed under citizens’ arrest for the theft. Upon arrival at Solano County Jail, Hamilton-Hart entered custody while in possession of heroin in violation of 4573 PC, a felony. Hamilton- Hart was booked into Solano County Jail on three misdemeanors and one felony count of bringing narcotics into the jail.
