2 Women To Lead City Of Dublin Starting Jan. 1

Linda Smith will take over as city manager, and it was announced Friday that Colleen Tribby will serve as assistant city manager.

DUBLIN, CA — Linda Smith, who will assume the role of Dublin city manager upon Chris Foss’ retirement at the end of 2019, has announced the appointment of the next assistant city manager.

Colleen Tribby, current city of Dublin administrative services director, was tapped for the position effective Dec. 31, 2019.

Tribby joined the city of Dublin in April 2013 and currently leads the administrative services department, which includes finance and information technology. In her new role, she will oversee the city’s parks and community services, public works, and administrative services departments.

“Over the past six years, Colleen has been an invaluable member of the city’s executive team, leading our efforts to ensure that the city remains in sound financial state for many years going forward," Smith said. “I look forward to utilizing Colleen’s skills and abilities to help our organization with the opportunities and challenges facing the city in the coming years.”

Before her tenure in Dublin, Tribby served as the budget and financial manager for the city of South San Francisco.

Tribby earned an undergraduate degree in literature and philosophy, graduating cum laude from Claremont McKenna College. She also earned a master’s degree in business administration from the European School of Economics, Italy. She holds a certificate in Human Resources Management from California State University, East Bay, and a certificate in Strategic Management of Public Organizations from the University of California, Berkeley, the city said in a released statement.

"I am very grateful to be given the opportunity to serve the city of Dublin in this new role," Tribby said. "I look forward to supporting the new city manager in assisting to lead the organization in delivering high quality services to the community.”

The leadership of Smith and Tribby that begins Jan. 1 is not altogether common in California. In 2019, California City Management Foundation collated data from the League of California Cities and Women Leading Government to create a list of 716 known city leaders in California: city managers, deputy city managers, assistant city managers and similar titles.

Of those 716 positions, 466 were “city manager” or equivalent. Of those 466 positions, 85 females filled the role of city manager or equivalent. The numbers show that just 18.24 percent of all chief administrative officer roles are filled by women in California.
