Dublin Weighs New Quiet Hours For Leaf Blowers, Amplified Sound

The proposed noise ordinance changes would add time-based restrictions in residential neighborhoods without setting decibel limits.

DUBLIN, CA — The Dublin City Council will consider changes to the city’s existing noise ordinance at its Tuesday meeting. Under proposed amendments to Chapter 5.28 of the Dublin Municipal Code, the city would keep its existing nuisance-based enforcement system, but add specific time restrictions from common noise sources in residential neighborhoods.

The proposed ordinance would prohibit the use of landscape equipment, including leaf blowers, lawn mowers, and edgers, in residential areas between 8 p.m. and 7 a.m. on weekdays, and between 8 p.m. and 8 a.m. on weekends. It would also establish restrictions on speakers, stereos, amplifiers, and musical instruments between 8 p.m. and 10 a.m. Sunday through Thursday, and 10 p.m. to 10 a.m. Fridays and Saturdays.

Dublin’s current ordinance evaluates noise on factors like intensity, duration, time of day, and whether it could disturb a “reasonable person.” City staff say the subjective standards can make enforcement challenging.

In December 2025, during a discussion about allowing outdoor live entertainment downtown, councilmembers expressed concern that the city lacked clear standards for handling noise complaints, and asked staff to explore alternatives that could reduce ambiguous standards, without adopting decibel limits.

The broader nuisance standard would remain in place for other disruptive noise situations if the new ordinance is passed.
