Dublin Affordable Housing Project Near BART Station Remains Stalled After Years Of Delays

DUBLIN, CA — The Dublin City Council will receive an update Tuesday on Transit Center Site D-1, a 2.5-acre parcel near the Dublin/Pleasanton BART station where affordable housing has been planned for over a decade.

In 2015, Alameda County sought proposals for a site located on the south side of Martinelli Way between Iron Horse Parkway and Campus Drive, and entered into an agreement in 2016 with ROEM Development Corporation. The project was never realized, according to a city staff report. In 2020, Dublin worked with the county to transfer roughly one acre of the property to the city for affordable housing, and began working with Eden Housing on preliminary plans for a 99-unit development.

In 2022, officials discovered that the county authority lacked the power to convey the property directly to Dublin. The land was transferred to Alameda County in August 2022 so that its General Services Agency could complete the transaction. The city designated the site for 98 affordable housing units in its 2023-31 Housing Element.

In August 2025, staff from the Alameda County General Services Agency told Dublin officials that they did not have the authority to complete the agreement and transfer the property. Dublin officials said in a staff report that they have contacted the county multiple times since then, but the agreement remains unfinished.

On July 21, 2026, the Dublin City Council requested an update on the stalled transfer. Councilmembers will receive the report Tuesday and provide direction to city staff.
