Dublin Considers Zoning Overhaul To Boost Housing, Streamline Development
The council will discuss proposed changes that include replacement housing rules, parking updates, and zoning code fixes.

DUBLIN, CA — The Dublin City Council will consider a series of zoning ordinance amendments aimed at reducing barriers to new development. The proposed changes are tied to the city’s certified Housing Element, which outlines how the city plans to meet its state-mandated housing goals. The Dublin Planning Commission unanimously recommended approval of the amendments in February, according to a city staff report.
The updates include the introduction of replacement housing requirements, which mandate that any existing residential units, particularly those occupied by lower-income households, are replaced if they are demolished as part of new development. California law already requires replacement housing, but the proposed ordinance would formally incorporate those rules into the Dublin Municipal Code in order to prevent a net loss of housing and the displacement of vulnerable residents.
The council will also consider updates to parking requirements for multi-family housing, including eliminating distinctions between rental and for-sale units, removing guest parking requirements, and introducing lower parking ratios for affordable housing. It also clarifies prior zoning updates, including aligning code language for single-room occupancy units and low-barrier navigation centers.
