Jay Baksa Takes Over As Dublin Finance Director

Baksa previously worked as the assistant administrative services director and a finance analyst for the city.

DUBLIN, CA — Jay Baksa will serve as the City of Dublin’s new finance director, the city announced. Baksa, who most recently served as Dublin’s assistant administrative services director, began his new role July 1, replacing former Finance Director Lisa Hisatomi after her retirement.

Baksa has over 14 years of experience in government budgeting, strategic planning, staff development, management, and accounting functions, according to a city news release. He began working with Dublin in July 2015 as a financial analyst, and was appointed assistant administrative services director in January 2020. He served as a financial and budget analyst for Fresno County from 2007 to 2015.

Baksa received his BA in political science and MA in public administration from San Diego State University.

During his time in Dublin, Baksa led a team of professionals that oversaw the city’s day-to-day financial operations. He developed and oversaw annual budget preparation, and worked on the city’s first debt refinancing. He also oversaw the city’s investment strategy, which includes a $300 million portfolio.

As a financial analyst, he oversaw and coordinated the city’s Fiscal Sustainability Task Force, and managed the city’s User Fee Study/Cost Allocation Plan. He also developed a 10-year interactive forecast model to provide projections for executive management, and developed an interactive Cost Recovery Model to analyze the city’s Parks and Community Services programs for revenue recovery.

“I am so pleased to announce the appointment of Jay Baksa to the position of Finance Director for the City of Dublin,” City Manager Linda Smith said in a statement. “Jay has been an invaluable member of the Dublin team, and his background and experience in finance will continue to help guide us in operational efficiencies and proper fiscal management.”

“The City of Dublin is an incredible organization, and I am honored to have been given the opportunity to lead the Finance Department,” Baksa said in a statement.
