Man Taken into Custody Again After Posting Bail As More Child Molestation Allegations Surface

After being granted release on bail last week, a registered sex offender was arrested again Thursday in Richmond when new child molestation allegations came to light, police said. Richmond police said at 12:45 p.m. Thursday officers arrested Barry Dugar, 50, of Richmond, a registered sex offender who is suspected of sexually abusing at least five minors.

Dugar posted $20,000 bail after he was arrested on Oct. 28 on a count of annoying or molesting a child, Lt. Andre Hill said. He was arrested today on 10 more of those counts. Hill said in the past week, two additional victims have been identified on top of the three minors Dugar was already suspected of sexually abusing.

With the minors, Dugar allegedly performed sex acts, watched pornography and solicited sex acts for money. Hill said Dugar was associated with a group home for juveniles, where he may have made contact with the minors.

Dugar is also listed online as a founding director of The Remember Us Peoples’ Project, which aimed to serve people coming out of prison. In 2004, he was convicted of molesting a victim under 18 years old and served 4 years in state prison, police said. And then in 2009, and again in 2011, he was re-arrested for violating his parole, according to police.

In part due to enhancements related to his prior convictions, Hill said Dugar’s bail is now set at $1.7 million. He was booked into Martinez Detention Facility.
