Background: In November 2016, California voters approved Proposition 64, which legalized the recreational use of cannabis (marijuana) by adults over 21 years of age at the state level. Cannabis use, possession, and sales remain illegal under Federal law. Under Proposition 64, cannabis-related businesses require a State permit as well as a permit for the local jurisdiction where they operate. In April 2017, the El Cerrito City Council directed City staff to begin a process to develop regulations for cannabis-related businesses in El Cerrito.
