Richmond Man Admits Filing 200 Fraudulent Tax Returns

The scheme generated refunds totaling $335,142.

OAKLAND, CA — A 36-year-old Richmond man pleaded guilty in federal court in Oakland on Tuesday to one count of wire fraud for filing more than 200 fraudulent tax returns, according to the U.S. Attorney's Office.

Prosecutors said Jeremy Orr entered the guilty plea to creating a scheme to defraud the Internal Revenue Service by using personal information of people around the Bay Area and submitting 2011 federal tax returns in their name.

According to prosecutors, Orr prepared the tax returns with false wages and education expenses to create refunds totaling $335,142. Prosecutors said if Orr complies with the plea agreement, all of
his remaining charges -- three counts of wire fraud and four counts of identity theft -- will be dismissed.

Orr was arrested in May 2018 and has been in federal custody since then. He will be sentenced on May 28.
