During the investigation, the two agencies identified 33-year-old Andre Conner of Richmond as a possible suspect, police said.
On Friday, San Pablo police officers spoke to Conner over the phone. Using a ruse from an unrelated investigation, they convinced Conner to meet them in a parking lot near El Portal Drive and Church Lane, police said.
