Did you know that there are more than 50 homes in Encinitas that have been given contingencies that will allow for previously built, illegal (not built to code and zoning restrictions) units, time to be brought up to code ? The city council allowed homeowners in 2011, the time needed, until 2016,  to bring these bootlegged units into compliance. Then when 2016 comes around, the city council will decide whether to extend these contingencies, or make the homeowners accountable per the code.
