La Costa Avenue Construction From February through July
Local Wastewater District to replace and relocate aging and corroded sewer pipes to prevent potential sewage spills and erosion impact
Expect local traffic delays on La Costa Avenue between the Pacific Coast Highway and the Interstate 5 Southbound onramp between February 13th – July 31st 2017. Contractors were hired by the Leucadia Wastewater District (LWD) to line a section of sewer pipeline with an impermeable “cured” layer to rehabilitate and strengthen the section, and to replace and relocate a sewer force main (pressurized pipe) under La Costa Ave.
As part of LWD’s ongoing maintenance and capital improvement plan, they regularly inspect the sewer systems with remote operated closed circuit television cameras (CCTV). During routine inspections under this section of La Costa Avenue, Field Services Technicians identified sections of the original ductile iron pipe that were beginning to rust internally. While there hasn’t been a spill, if left unresolved this kind of corrosion can lead to pipe failure resulting in a sewage spill.
Wherever possible, LWD re-lines pipes through a process known as Cured in Place Pipe (CIPP) Lining to restore the structural integrity of sewage infrastructure. This trench-less technology reduces the impact on traffic, noise, dust, and the surrounding environment. In other cases, where the Field Services team finds greater levels of degradation like the section of force main, they dig and replace the old ductile iron with thick PVC pipes that have a 50-year potential lifespan.

Please be advised that this section of La Costa Avenue will not be closed during construction, as the contractors are making all efforts to concentrate each stage of their work to one side of the road. Traffic will be slowed down, therefore LWD wanted to give the local community a heads up so people aren’t late to work, meetings, school, or held up on a surf check. Please drive cautiously through the construction area.
