Robert Charles Cozens—former San Diego County Supervisor—died April 2, according to a U-T San Diego obituary.

He was 93.

He was nicknamed "Encinitas Express," played halfback at San Diego State University and served the U.S. during WWII, according to the newspaper. The Rancho Santa Fe resident also served as Ronald Reagan's director of the Department of Motor Vehicles.
