The purpose of Prop 38 is to provide a predictable stream of tax revenues in support of public schools from K through 12 Prop 38 is the hottest topic on the November 6th election ballot. The issue pits Governor Brown against Ms. Munger, an attorney and social activist on the future of California. The Governor has said that Prop 38 is a road block to his tax initiative, Prop 30. Prop 30 would also
impose a multi-year, multi-billion dollar sales and income tax for state government in general.
