LOS ANGELES, CA -- Flooding in the Sepulveda Flood Control Basin is creating headaches and risks for commuters in the Encino-Sherman Oaks area. Two of the three eastbound lanes on Burbank Boulevard in the Sepulveda Flood Control Basin are flooding, according to the Los Angeles Police Department.
