Crime Blotter May 15-23: Man Snags Beer from Carmichael Supermarket
1-year-old was within reach of meth, says report.

A supermarket must seem like an endless buffet to a shoplifter, but one 33-year-old man knew exactly what he wanted when he entered a Carmichael grocery store last week: a pack of cold brewskies.
An off-duty sheriff’s deputy detained Timoteo Elisarraras outside of the at 4005 Manzanita Ave. last Tuesday afternoon. Elisarraras had just walked out of the store with an 18-pack of beer he didn’t pay for, said Sacramento County sheriff’s spokesman Deputy Jason Ramos. A Bel Air manager followed Elisarraras outside and flagged down the off-duty deputy, who was patrolling the business complex.

“…[I]t just so happened that the shopping center contracts with the sheriff’s department to have off-duty security there at the center,” Ramos explained. “The manager waved down the officer who was in the lot, told her about Elisarraras taking the beer, and she detained the suspect without incident.”
Ramos said Elisarraras admitted stealing the package of brews, which was valued at $20.54. Elisarraras didn’t have any cash or credit cards on him, according to a sheriff’s department report about the theft.

Elisarraras was issued a citation to appear in court and released at the scene with a promise to appear, Ramos said.
Child taken from drug home
Sheriff’s authorities removed a 1-year-old child from a squalid fourplex less than four miles north of Carmichael last week, when they responded to a landlord-tenant dispute and discovered something more troubling.
Ramos said the child’s mother, Kelley Carter, 31, initially called police to report she was having problems with the people she and her husband, 34-year-old William Carter, were renting a room from.
But when officers arrived at the residence in the 5500 block of Keoncrest Circle in Sacramento shortly before 1 a.m. May 15, they smelled what a sheriff’s report described as “a strong odor of animal feces.”
Inside, officers saw the 1-year-old boy being held by his parents, within reach of a small glass mirror dappled with an off-white powder later determined to be methamphetamine, as well as an open bottle of Tylenol tablets. Officers also recorded other hazards scattered throughout the home, including piles of clothing, tools, glass and debris.
“At the time of contact, neither suspect was actively under the influence (of drugs or alcohol) but the conditions of the residence were indicative of extensive, ongoing drug use by the occupants,” Ramos said in answer to a question.
No food or milk was found in the refrigerator or kitchen cupboards, the sheriff’s report noted.
The couple’s child was placed in the custody of the county’s Child Protective Services.
The Carters were booked into the Sacramento Main Jail on separate charges of child endangerment, a misdemeanor offense.
On Monday, the Carters’ bail was decreased in Sacramento Superior Court, according to online court records. In 2008, William Carter was sentenced to 18 months in a drug diversion program after three drug charges against him were dismissed. A few months later, he was back in court to plead guilty to a lone count of misdemeanor marijuana possession.
The couple has five other children currently living with Kelley Carter’s sister at a different location, Ramos added.
