Police Blotter: Dog Wanders into School, Bites Student

The following information was supplied by the Foster City Police Department. Where arrests or charges are mentioned, it does not indicate a conviction.

Tuesday, Sept. 6

1:54 a.m., Aries Lane: A man reported hearing footsteps on his roof a few minutes before. Officers responded and determined it to be raccoons.  

7:25 a.m., Admiralty Lane: Someone called to report an alarm that had been sounding for more than an hour. Alarm made water/dripping sounds. Officers determined it to be an alarm clock. Alarm stopped.

10:11 a.m., Ranger Lane: A man reported fraudulent charges on his credit card. A report was taken.

1:14 p.m., Metro Center Boulevard: Someone reported her wallet had been stolen out of her purse while shopping in Costco. A report was taken.

1:27 p.m., Sandy Hook Court: Officers responded to assist fire department with a report of the smell of smoke. Determined to be a neighbor barbecuing in his backyard.

1:50 p.m., Decatur: Resident came home to find house had been broken into via the master bedroom window. Break-in occured sometime in the past half hour, while resident was gone. Officers checked the home and found the interior and perimeter secure. Stolen were a Dell laptop and a 13-inch, flat-screen TV monitor. It appeared as though the resident's jewelry box, camera and coins were intended to be stolen as well, but were left behind. A report was taken.

2:05 p.m., Foster City Boulevard: A woman came to the front counter of the police station to report her vehicle had been broken into via an unknown method. She said she had locked all the doors but returned to find the rear door ajar. Stolen were her new registration with tags attached, her insurance card, her Magellan GPS unit, the garage door opener for the 1170 building, her cell phone, her Citibank debit card and British Airways Mastercard. A report was taken.

2:10 p.m., Edgewater Boulevard: Police received a report of a white female driving with a black male passenger, smoking marijuana, last seen pulling into the Edgewater Place shopping center near Lucky's grocery store, then observed leaving from the north exit near Chevy's restaurant. Officers responded and performed a check of the area but the subjects were gone upon their arrival.

3:01 p.m., Polynesia Drive: Police received a report of a small, tan dog wandering into Brewer Island School and biting a student on the finger. The dog and student were being held in the office. Medical assistance was declined. A parent and young child with scratches were treated with bandages in the office. The dog was brought to the police station and released to Animal Control.

5:29 p.m., Pitcairn Drive: Someone called to report a violation of a civil harrassment order. Police determined no crime had been committed because the reporting person could not provide proof of the protective order, and no order was on file with the city. The reporting person said he or she would call back when proof was available.

5:47 p.m., Lurline Drive: Someone called to report a Pacific Islander male, around 5'8" wearing a black t-shirt and jeans, was walking door to door in the direction of Bounty Drive soliciting concrete work without a permit. Officers made contact with the subject and advised him of the City ordinance. The man agreed to comply.

6:15 p.m., Metro Center Boulevard: Police received a call from Costco indicating management had a shoplifter being detained. When police arrived, the subject paid for the items and was asked not to return to the store again.

8:25 p.m., Metro Center Boulevard: Police responded to Costco to take a report of a wallet that had been stolen while owner was shopping in the store on Aug. 28. Stolen were $40 in cash and credit cards. Someone made a fraudulent charge on one of the credit cards the following day. A report was taken.

9:57 p.m., Pitcairn Drive: A resident reported that two to three boxes of legal documents worth approximately $25,000 were stolen from her home sometime since Aug. 10. The method of entry into her home was unknown, but resident provided possible suspect info. A report was taken.

10:23 p.m., Timberhead Lane: Someone called to report a suspicious white tow truck with no commercial markings shining a flashlight into vehicles. Police responded and determined it was a repossessor trying to locate the car he was supposed to retrieve.

11:09 p.m., Edgewater Boulevard: Police received a secondhand report of a domestic dispute between a woman and her boyfriend in a residence nearby. Officers made contact with both parties, dispute was verbal only. Mediated by the male agreeing to leave the residence for the evening.

Wednesday, Sept. 7

4:36 a.m., E. Hillsdale Boulevard: San Mateo resident Michael Green, 33 years old, was arrested for possession of a controlled substance and transported to county jail.

10:28 a.m., Shell Boulevard: At the U.S. Bank, a San Mateo man reported a fraudulent check written on his account in Los Angeles. A report was taken.

11:51 a.m., Peary Lane: A woman called to report a female neighbor had been screaming outside her residence approximately five to 10 minutes before. The woman's caregiver took her back inside, but the reporting person wanted to make sure she was OK. Officers performed a welfare check and determined both woman and caregiver were OK.

12:44 p.m., Chess Drive: A business owner reported an unhappy customer was screaming in the store. Officers responded and mediated the situation.

12:45 p.m., Carina Lane: A man reported that he was carrying his daughter and they were almost hit by a neighbor driving a black Mercedes. Both parties were contacted and admonished.

4:06 p.m., Foster City Boulevard: A man reported that his bicycle was stolen from a parking garage sometime between 6 p.m. on Sept. 2 and the time of his report. The bicycle was described as a men's hybrid bike valued at approximately $300. A report was taken.

4:51 p.m., E. Hillsdale Boulevard: Police assisted the fire department by directing traffic while they repaired a water main that had broken in the street.

6:09 p.m., Triton Drive: Police received a report from someone who had witnessed an East Indian male smack a 5-year-old child in a vehicle. Police were asked to perform a welfare check. The police arrived at McDonald's but the parties were gone on their arrival. Police tracked down their residence in Redwood City and the Redwood City Police went to the home to perform a welfare check at around 6:30 p.m. All juveniles were OK.

7:22 p.m., E. Hillsdale Boulevard and Norfolk: Menlo Park resident Tyrone T. Tito was arrested for driving without a license. The vehicle was left legally parked.

7:24 p.m., Shell Boulevard: A woman who lives in the Sand Cove Apartments reported she was bitten by her neighbor's dog while she was standing at her mailbox. A report was taken.

Thursday, Sept. 8

8:27 a.m., Edgewater Boulevard: Someone reported a hit-and-run to his vehicle, which was damaged to the front bumper and grill. A report was taken.

9:23 a.m., Constitution Drive: Someone called to report a female lying on the sidewalk. The fire department and medics were sent. A case was taken for a public accident.

9:30 a.m., Catamaran: A woman called to report two bicycles and a helmet were stolen from her garage. The bicycles had been secured to each other and a carport pillar. One was a men's white Diamondback road bike, and the other was a light green women's Diamondback with a black basket attached. Time span for the theft was 7 p.m. the night before and 9 a.m. that morning.

10:27 a.m., Catamaran: Someone at the Beach Cove Apartments reported a middle-aged white male, heavy-set, wearing a blue windbreaker and sweatpants, who appeared intoxicated, was loitering around the apartments' clubhouse again. Officers responded but the man left on a bicycle before they arrived. An extensive area check was performed but the subject was not located.

11:41 a.m., Pilgrim Drive: Larry McKinzie was arrested for driving on a suspended license. The vehicle was released to his employer.

12:12 p.m., Metro Center Boulevard: Someone called to report that his convertible's hard top was slashed in the parking lot of the Costco around 30 minutes before, while he was in the store shopping. A report was taken.

2:37 p.m., Catamaran: The resident from the Beach Cove Apartments that called earlier called back to report the subject she had seen loitering near the clubhouse was back, and now trying to break into the fitness center. Foster City resident John Cutler, 43 years old, was arrested for trespassing, vandalism and public intoxication and was transported to First Chance.

3:11 p.m., E. Hillsdale Boulevard: A woman called from the parking lot of the CVS Pharmacy to report that the person who owned the car parked next to her had opened his or her car door and caused damage to her car. Officers provided assistance.

5:51 p.m., Foster City Boulevard: Someone called from the dog park to report that his dog had been bitten by another dog approximately 40 minutes earlier. A report was taken.

6:31 p.m., Foster City Boulevard: Someone called from the Peninsula Jewish Community Center to report that her vehicle was being blocked by another vehicle in the parking lot. Officers provided assistance.

7:42 p.m., Masthead and Timberhead lanes: A woman called to report that a white female with red hair in a bun, approximately in her 40s, wearing black pants, was following her along the sidewalk. Both subjects were walking their dogs, and the reporting female felt the other woman's dog was possibly "vicious." Officers made contact with both parties and mediated the situation.

10:18 p.m., Sea Spray Lane: A female called from Spinnaker Cove to report that unknown persons were tampering with her front door lock within the past hour. She said her purse had been stolen out of her home the week before and she had changed her locks since then. It was determined no entry had been made into the residence. An informational report was taken.

10:35 p.m., E. Hillsdale and Edgewater boulevards: A motorist flagged down a police officer to report a hit-and-run that had just occured. Officers located the suspicious vehicle parked nearby and found the driver walking down Norfolk. Johannes Van Houte, a 45-year-old Washington resident, was arrested for hit-and-run and driving while intoxicated. His vehicle was towed. He was transported to First Chance.

11:33 p.m., E. Hillsdale Boulevard: A man called from the parking lot of the CVS Pharmacy to report that his vehicle had been stolen sometime between 6:30 and 11:15 p.m. It was determined that the vehicle was not actually stolen, but that the owner had parked it in a different parking lot.
