Police Blotter: Man Arrested for Putting a Knife to Brother's Throat

Monday, Aug. 29
9:15 a.m., E. Hillsdale Boulevard: Someone reported losing their iPhone in the Metro Center Market Place the day before. Officer took a report.
1:11 p.m., Port Royal Avenue: Someone wanted to talk to an officer about an incident that had occured the day before. The man said an unknown male had come to his door complaining about his roommate's driving. The man told the person he needed to speak to his roommate about it, and not him. At that point the unknown male became irate and belligerent. The officer offered the man advice.

1:56 p.m., Constitution Drive: A woman requested officer assistance with her adult son, who is bipolar and was creating a disturbance in her home. Officers responded and the son agreed to leave the home voluntarily.
2:57 p.m., Marlin Avenue: Management of the Avalon Foster City Apartments reported a vagrant sleeping in the carport. Officers made contact with the subject and he was sent on his way.

3:05 p.m., Avalon Avenue: A man reported that his truck had been vandalized with white paint sometime between 8:30 p.m. on Aug. 26 and 10 a.m. the next morning. Officers took a report.
4:43 p.m., Crane Avenue: A man came to the front counter of the police department to report that his $200 longboard was stolen from the front of his residence sometime since May 3. Officers took a report.
5:22 p.m., Edgewater Boulevard: Someone called to report a subject who refused to vacate a closed softball field at Edgewater Park. Officers responded.
5:53 p.m., Edgewater Boulevard and E. Hillsdale Boulevard: Someone called to report a reckless driver heading northbound on Edgewater. Officers responded but the driver was gone upon their arrival.
6:48 p.m., Sea Spray Lane: Someone reported a suspicious person attempting to gain entry to a building via the garages and windows. The subject was described as a black male, about 6'2", wearing a black headband, gray sweatshirt, black pants and white shoes. The subject left on foot heading down E. Hillsdale Boulevard. Officers located the subject and admonished him, and sent him on his way.
7:01 p.m., E. Hillsdale Boulevard: An employee from Turtle Bay Grill and Seafood called to report an unwanted subject who became agressive when asked to leave. The subject was described as a white male, about 5'10" with black hair and a full beard, wearing a gray baseball cap and carrying a kid's backpack, last seen walking to the tower. Officers located the subject, admonished him, and sent him on his way.
Tuesday, Aug. 30
1:28 a.m., Beach Park Boulevard: Police received a report of fireworks being set off somewhere either on Beach Park or across from the school. Officers checked the area and found one spent firework. The subjects were gone upon their arrival.
8:37 a.m., Pilgrim Drve: A resident called to report vandalism. He said someone had cut off part of his tree in his backyard. Officers checked the tree, which appeared to have been broken, not cut, posibly by racoons. The resdident suspected his neighbor, but there was no evidence to support the claim.
10:58 a.m., Mainsail Court: A resident reported that two UPS packages had been stolen off her front porch. The packages contained clothing and were worth around $600. A report was taken.
1:46 p.m., E. Hillsdale Boulevard: Someone reported his or her vehicle had been struck on the driver's side while parked in the lot of the Wells Fargo Bank sometime between 9 a.m. and 9 p.m. the day before. A report was taken.
2:01 p.m., E. 3rd Avenue and Lincoln Center Drive: Someone came to the front counter of the police department to report that his or her vehicle had bee struck ad damaged by an unknown person while parked on E. 3rd. A report was taken.
2:17 p.m., Mullet Court: Someone called to report he or she was concerned about two juveniles riding motorized scooters in the court. Officers responded and made contact with the kids and their parents, who were admonished for not wearing helmets. The scooters were operating at a reasonable volume.
3:04 p.m., Farragut Boulevard: Someone reported having lost her iPad in Farragut Park the week before. A report was taken.
3:13 p.m., Scorpio Lane: A woman came to the front counter of the police department to report fraudulent activity on her checking account. A report was taken.
3:51 p.m., Argus Court: Officers performed a welfare check on an elderly woman who had called 9-1-1. Per an AT&T translator, the woman said she had misdialed and had been trying to call the hospital. The woman was determined to be OK.
4:25 p.m., Marlin Avenue: A resident requested police advice regarding a property dispute. Advice was given.
4:56 p.m., Shell Boulevard: A man called to report that his brother had put a knife to his throat and threatened him. Robert Soldani, a 52-year-old Foster City resident, was arrested for assault with a deadly weapon and transported to county jail.
5:57 p.m., Metro Center Boulevard: A woman from Visa U.S.A., Inc. reported that her pink, leather wallet had been stolen from her office sometime between Aug. 25 and 29. She reported $1,000 had been taken out of her Bank of America checking account using her stolen debit card, as well. A report was taken.
6:36 p.m., Metro Center Boulevard and Highway 92 ramp: A man called to report that had had witnessed a fistfight taking place between the owners of two vehicles in the parking lot of the Orchard Supply Hardware while driving on the off-ramp. One of the persons involved had a pale blue Volkswagen bug. No formal description was given of the combatants or the other vehicle. Officers responded but the suspects and vehicles were gone upon their arrival.
7:23 p.m., E. Hillsdale Boulevard: A man said he would like to speak to an officer via a landline regarding a property dispute. Advice was given.
9:17 p.m., Haddock and Halibut: An anonymous person called to report a woman driving a silver two-door vehicle, following a pedestrian walking northbound on Haddock toward Swordfish. Officers located the persons involved and determined it was a woman following her daughter who was taking a walk to make sure she was safe.
Wednesday, Aug. 31
9:15 a.m., Mainsail Court: A man came to the front counter of the police department to report that an unknown person had opened a bank account in his name. The man was advised to return with proof or documentation supporting the crime.
11:04 a.m., E. Hillsdale Boulevard: A man came to the front counter of the police department and said he would like assistance in ensuring he could pick up his daughter from school that day. He said his wife was telling him she would not allow him to do so. Police made contact with both parties to investigate whether any custody agreements were in place. It was determined no crime was being committed and the situation was mediated.
11:18 a.m., Foster City Boulevard and E. Hillsdale Boulevard: Elaine Whittle, a 38-year-old female, was stopped and arrested for driving on a suspended license. Her vehicle was left legally parked.
2:01 p.m., E. Hillsdale Boulevard: Someone reported a man going through the dumpster at the CVS Pharmacy. The subject was described as a black male, 5'10", around 30-35 years old, wearing a gray fleece jacket and gray pants, and pushing a shopping cart. The subject was talking to himself as he walked away. Officers responded but the subject was gone upon their arrival.
4:02 p.m., Baffin and Leeward Lane: Someone reported a suspicious person walking near the tennis courts and bushes. The subject was described as a white male wearing a black leather jacket, shorts and flip-flops. Officers responded but the subject was gone upon their arrival.
4:30 p.m., Leeward Lane: A woman called to report that her juvenile son had witnessed someone ring a neighbor's doorbell and then enter thier backyard, around one hour earlier. A report was taken.
5:38 p.m., Beach Park Boulevard: A 9-1-1 call was received from one of the phones located at a security gate at the Sand Harbor South residences. Officers performed a check of the area and found nothing.
7:01 p.m., Metro Center Boulevard: Someone called to report a verbal altercation taking place in the parking lot of the Costco. Officers made contact with both parties and the situation was mediated.
11:08 p.m., Port Royal Avenue and Edgewater Boulevard: San Mateo resident Matthew Chiechi, 19 years old, was arrested and transported to county jail for possession of an illegal weapon. The weapon confiscated was a baton.
Thursday, Sept. 1
9:50 a.m., E. Hillsdale Boulevard: A man came to the front counter of the police department requesting to speak to a police officer about a note left on his vehicle. Advice was given.
10:40 a.m., Halibut: A woman reported that, one hour before, a black male, around 5'10" and 200 pounds, wearing a baseball cap and dark clothing, rang her doorbell. Since she did not recognize him, she didn't answer the door. She said he then entered her backyard, then fled on foot. Officers took a report.
10:47 a.m., Niantic Drive: A man who said he is currently going through a divorce and getting work done on his home said his wife called his contractors and advised them to stop work. The man requested advice from police. Advice was given.
12:34 p.m., E. Hillsdale Boulevard: A man came to the front counter of the police department requesting advice about a vehicle he recently purchased. After the purchase, he discovered the seller did not have the title. Advice was given.
4:51 p.m., Nina Lane: A woman called requesting to speak with a police officer via a landline regarding an incident that may occur at her in-laws' house. Officers performed a passing check and advice was given.
6:24 p.m., Chess Drive: Officers spotted a female scavenging for recyclables at the San Mateo-Foster City School District offices. Officers made contact with the woman and sent her on her way.
6:46 p.m., Pinnacle Lane: Someone reported finding a silver men's Diamond Back Outlook 21 speed mountain bike. Officers took possession of the bicycle and entered it into the system. A report was taken.
7:32 p.m., Magellan Lane: Someone called to report three men smoking marijuana in a nearby backyard. Officers went to the residence and determined the men had a medical marijuana card. Since smoking so close to other homes is a health and safety code violation, the men were advised to smoke indoors.
