Police Blotter: Woman Arrested Twice in Four Hours

The following information was supplied by the Foster City Police Department. Where arrests or charges are mentioned, it does not indicate a conviction.

Saturday, Sept. 17

12:08 a.m., Catamaran: Loud party complaint. Officers contacted the involved parties, who agreed to be compliant.

12:42 a.m., E. Hillsdale Boulevard and Saratoga: Omar Santiago Escobar, a 21-year-old San Mateo resident, was arrested for driving under the influence and transported to First Chance.

12:57 a.m., Catamaran: Officers received a repeat call for a loud party. An official loud party notice was given.

1:35 p.m., Balboa Lane: A man came to the front counter of the police department and asked to speak to an officer regarding a “pushing incident” he had with his neighbor’s nephew that morning. An assault report was taken.

6:51 p.m., Foster City Boulevard: An 11-year-old male called 9-1-1 from the Peninsula Jewish Community Center and stated his shoes were not in his locker where he left them, then hung up. Officers responded and located the juvenile, and helped him locate his shoes.

7:19 p.m., Rock Harbor Lane: A woman came to the front counter of the police department to report that the female owner of an aggressive dog she’d had a run-in with earlier in the week had followed her around 45 minutes earlier, screaming at her. Officers determined that no crime had occurred, and gave the woman advice.

10:38 p.m., Foster City Boulevard: Donna M. Malone, a 42-year-old San Mateo resident, was arrested at the Valero gas station for driving with a suspended license. Her vehicle was left legally parked.

Sunday, Sept. 18

1:48 a.m., Bridgepoint and Chess: Arthur Jackson, a 46-year-old San Mateo resident, was arrested for driving under the influence and transported to First Chance.

2:02 a.m., Hwy 92 and Hwy 101: Donna Malone was arrested for the second time in four hours for driving with a suspended license. Officers had her car towed.

2:24 a.m., E. Hillsdale Boulevard: San Francisco Police (SFPD) asked Foster City Police to make a welfare check on a male subject who texted a friend to say that he hated his life and “would not be around after tomorrow.” The subject was staying in a vacant house his grandfather owns in Foster City. SFPD attempted to track the cell phone signal, which indicated the phone was located approximately 2.83 miles west of E. Hillsdale Boulevard, but an exact address was indeterminable. The friend said the male subject did not drive and did not own a vehicle. A final text was received by the friend stating the subject felt better, was not feeling as stressed as before, and that he was going to go to bed. Foster City Police made an area check of the approximated area, and was unable to locate such as house or subject. The SFPD  attempted to track the phone a second time, and this time got a latitude and longitude reading that pinpointed a San Mateo address, making the case out of jurisdiction.

2:28 a.m., Beach Park Boulevard: Police received a report of a loud party taking place in one of the ground floor units. However, everything was quiet upon officers’ arrival.

3:04 a.m., Hwy 101 and E. Hillsdale Boulevard: James Guttierez, a 20-year-old San Francisco resident, was arrested for driving under the influence and transported to First Chance.

1:15 p.m., Hwy 92 and Chess Drive: Edgar Castillo Mendoz, a 35-year-old Redwood City resident, was arrested for driving without a license. His vehicle was left legally parked.

2:13 p.m., Beach Park Boulevard: Police received a report of a juvenile male skateboarding in the parking lot of St. Luke’s Catholic Church. Officers responded but found no one.

4:45 p.m., Metro Center Boulevard: Police received a report from the Costco of a dog left in a vehicle with the windows rolled up. Officers responded and found that a citizen had gotten the dog out of the vehicle and given it water. Officers located the owners of the dog and admonished them, and took an informational report.

7:04 p.m. Taurus Drive: A woman called to report that her landlord was banging on her bedroom door and she had locked herself inside. Officers responded and made contact with both parties. The verbal dispute was abated.

8:13 p.m., E. Hillsdale Boulevard: A woman called from the Harbor Cove Apartments to report that her 19-year-old grandson who occasionally stays with her was yelling at her. Officers made contact with both parties. The verbal dispute was abated by the grandson agreeing to leave for the night.
