Meet Ying Min Li, Your Fremont District 4 Candidate

FREMONT, CA — As the November elections approach, Patch has reached out to candidates to ask about their professional experience and why they're the best fit for the role.

In Fremont, Candidates are vying for positions in one of three council seats.

Ying Min Li is running for the District 4 council seat. Get to know him below:

What is your educational background?

B.S. in Electrical Engineering from South China University of Technology (SCUT); M.S. in Electrical Engineering from San José State University (SJSU), 1990.

What is your professional background?

I have more than 20 years of experience in Silicon Valley as an electrical engineer and technology entrepreneur, specializing in semiconductor R&D and chip design. I later became a small business owner. My career has focused on engineering, entrepreneurship, investment, and solving complex problems.

Have you ever held public office, whether appointive or elective?

I currently serve as a committee member of the City of Fremont Historical Architectural Review Board.

What are the top three issues facing Fremont's District 4 right now?

1 Reduce the traffic congestion: Restore vehicle capacity on major corridors by re-evaluating high-impact bike lanes and the eliminated right-turns. Looking at safety, bicycle usage, traffic delays, and capacity. If it works, keep it. If it doesn't, fix it. Deploy smart traffic signals to improve traffic flow Employ targeted intersection redesign and road resurfacing

2. Safe Neighborhoods: Support strong law enforcement and firm consequences for home break-ins, vehicle theft, and violent crime. Expand rehabilitation and re-entry programs for non-violent, first-time offenders Safe, clean and well-maintained parks & playgrounds for children, seniors and families

3. Addressing Homelessness: Focus on early intervention to prevent residents from becoming unhoused. Ensure access to mental health care, medical services, and job support for those in shelters.

What is one specific action you would prioritize during your first year as a council member?

During my first year, I would prioritize a data-driven review of major intersections where dedicated right-turn lanes were eliminated or blocked as part of protected bike-lane projects.

We should measure safety, bicycle usage, traffic delays and vehicle capacity. If a design is working, keep it. If it is not, fix it. I

would also push for smarter traffic-signal timing and technology to improve traffic flow while maintaining safety for drivers, bicyclists and pedestrians.

Why do you feel you're a better candidate than your opponent?

I bring a different background and approach to City Council. I have more than 20 years of experience as an engineer and technology entrepreneur, followed by years as a small business owner, and community volunteer.

I approach problems by looking at data, costs and real-world results. My priorities are reducing traffic congestion, strengthening neighborhood safety, addressing homelessness through prevention and a path to independence, and revitalizing local businesses.

I believe housing and infrastructure must be planned together, and City Hall should carefully evaluate whether policies are actually working. I am running to bring an independent, practical, problem-solving approach to Fremont.
