The City is currently working on a Housing Element update for 2023-2031 that will show how Fremont can accommodate its state-assigned housing allocation (tentatively 12,897 housing units) and strategize how to address housing-related issues such as affordability and equity. Under California law, all cities are required to plan for the housing needs of their community by adopting a Housing Element as part of their General Plan. Cities are required to update their Housing Element every eight years to address changing housing needs and to plan for their fair share of anticipated regional housing demand.
