To align with the revised Shelter in Place Order, the City is allowing construction projects to move forward in Fremont as long as the projects comply with the Construction Project Safety Protocols. This includes the following types of projects:

  • Construction projects for existing homes and businesses;
  • New construction of residential developments, mixed-use developments, and commercial buildings; and
  • Public works construction including infrastructure and City projects.

In addition, the City is expanding building inspection services. Building inspections will be available for all projects starting Monday, May 4, 2020. Inspections can be scheduled online through the City’s Accela Citizen Access (ACA) portal or by phone at 510-494-4885. The City is also offering remote video inspections for limited types of construction projects.

As building inspection services expand, the City expects the demand for inspections to exceed capacity for the first few weeks. The City is asking residents, contractors, and developers for their patience and cooperation as staff works through the backlog of inspections.

To address safety concerns, during in-person building inspections, City staff is required to follow the social/physical distancing requirements recommended by the Alameda County Public Health Department and the Centers for Disease Control and Prevention to help limit the spread of COVID-19.

The City’s Development Services Center, located at 39550 Liberty Street, is not anticipated to reopen until the week of May 11, 2020. Staff is currently working on a plan that safely reopens the building and protects the health of City employees and the community. More information will be available soon.

To start the permit process for a construction project, an online pre-application is available on the City’s Accela Citizen Access (ACA) portal. The pre-application is available for planning, building, and engineering permits. Applicants need to register with ACA in order to submit a pre-application.
