Fremont: Comment Period Open For Draft Permanent Local Housing Allocation Plan
Fremont City Council will review the Draft PHLA Allocation Plan at their regularly scheduled City Council meeting on July 14, 2020.

The City of Fremont has published its Permanent Local Housing Allocation (PLHA) Draft Plan. Senate Bill 2 (the Building Homes and Jobs Act) has created the PHLA program, which provides grants for housing solutions to local jurisdictions. The City of Fremont will receive $641,160 in the first year, and estimates receiving $3,846,960 over the first five years.

The primary goal of the PLHA program is to create a permanent source of funding available to eligible local governments in California for housing-related projects and programs to address unmet housing needs in their local communities. Staff proposes to allocate all PLHA funding to fund homeless services in Fremont including the operation of the temporary Housing Navigation Center, supportive services, and rental assistance. Addressing the growing homeless crisis remains a priority for the City of Fremont and PHLA funds will serve as an important funding source to provide a multi-pronged approach to resolving and preventing homelessness.
The PHLA Plan must be consistent with the programs set forth in the City of Fremont’s Housing Element. The Draft Plan is consistent with the following City of Fremont Housing Element, Goal 4: “ensure that all persons have equal access to housing”, and policy 4.02 “providing shelter services to homeless in need.” The public is invited to review and comment on the City of Fremont’s Draft PHLA Allocation plan between now and July 14, 2020. Fremont City Council will review the Draft PHLA Allocation Plan at their regularly scheduled City Council meeting on July 14, 2020.
