Fremont Officers Involved In Deadly Shooting Identified

The shooting happened late Thursday night near Washington Hospital.

FREMONT, CA — Three Fremont Police officers involved in a deadly shooting last Thursday night were identified by the Fremont Police Department Monday as veterans with a total of 28 years of experience between them.

The officers are:

  • Ryan Lobue, 11 years of service with the Fremont Police Department
  • James Taylor, 10 years of service with the Fremont Police Department
  • K9 Officer Jennifer Allsup, 7 years of service with the Fremont Police Department

On Friday, Patch reported that Fremont police said an officer was going south on Civic Drive on his way to the police station. The officer was uniformed and in a fully-marked patrol car.

When the officer drove past the intersection of the Washington West and Washington Hospital ER driveways, a man emerged on foot and pointed a gun at the officer, police said. The suspect fired at the officer's car, striking it at least once on the driver's side, according to police.

The officer made a u-turn and fired at the suspect with his rifle, according to police. The suspect went to the ground and two more police officers driving in the area heard radio traffic of shots fired and responded to the area, according to police.

The officers positioned their patrol vehicle and could see the suspect lying on the ground and waving his arms, police said. Officers could also see a gun on the ground.

Cops ordered the suspect to raise his hands and to not reach for the gun but he ignored commands, "raised up off the ground, crawled towards the gun, picked it up and pointed it at the officers," police said.

The officers returned fire and struck the suspect. According to police, the suspect fell back to the ground and a handgun was recovered from beneath his torso.

Police said the incident began at 10:50 a.m. and the man was pronounced dead 17 minutes later.

No police officers or bystanders were injured.

On Monday, Fremont Police said that Chief Kimberly Petersen will hold a press conference later this week, and video of the shooting and confrontation will be released.

The man killed in the shooting has been identified as 30-year-old Michael Allen Felch of Fremont.

The Alameda County District Attorney's Office has not announced any charges connected with the shooting.
