Fremont Online Submittal Process For Permit Requests

The City has implemented an online submittal process for all new permit requests using the City's Citizen Access portal.

The City has implemented an online submittal process for all new permit requests using the City’s Citizen Access portal. The online submittal process should be used for all new permit requests including planning permits, building/fire permits, and engineering permits. This includes building permits for basic home upgrade projects like water heater replacements, roof replacements, and minor kitchen/bathroom remodels.

To submit a permit request for a new planning, building/fire, or engineering permit, applicants need to be a registered Citizen Access user. The steps for registration and online submittal are outlined below.

  • Create a Citizen Access account at Fremont.gov/CitizenAccess. For help or questions about Citizen Access, please contact development staff via email. For questions about permit requirements, see below.
  • Log in to account.
  • Select "Pre-Application."
  • Complete the pre-application form.
  • Upload the Permit Application and all required submittal documents.
  • Submit the request and receive confirmation.

After a permit request is received, it will be converted to a standard permit. The applicant will see this standard permit in their Citizen Access account under “My Records.” City staff will then follow up with the applicant with questions about the request, a list of missing submittal documents, if any, the plan review fee/deposit, and methods of payment. Once payment is received, the request will be processed for review.
