Fremont’s Development Services Center Reopening Monday, May 11
"To help construction projects move forward in Fremont and provide an alternative to online services"

To align with the revised Shelter in Place Order issued by the Alameda County Public Health Department on April 29, 2020 to continue to limit the spread of Coronavirus Disease 2019 (COVID-19), the City is allowing construction projects to proceed in Fremont as long as the projects comply with the Construction Project Safety Protocols included in the Order.

To help construction projects move forward in Fremont and provide an alternative to online services, the City’s Development Services Center is reopening to the public on Monday, May 11, 2020. The Center, located at 39550 Liberty Street, is a one-stop shop for accepting, reviewing, and approving permit applications and construction documents for all types of projects.
As the Development Services Center reopens, services and staffing is limited. For now, the Center is only offering the following services:

- Issuing planning, building, and engineering permits
- Delivering project plans
- Accepting permit applications
- Providing technical assistance and general information for planning, building, and engineering services
To address the safety concerns of those visiting and working at the Development Services Center, the City is following the requirements issued by the Alameda County Public Health Department and the Centers for Disease Control and Prevention to help limit the spread of COVID-19. Face coverings are required to enter the building and safety measures promoting social/physical distancing requirements are in place. Protecting the health of employees and the community remains a top priority for the City.
Due to the new safety measures and limited staffing, wait times at the Development Services Center may be longer. The City is asking the public for their patience during this time and encouraging everyone to use the following online services if possible:
- Online pre-application for planning, building, fire, and engineering permits on the City’s Accela Citizen Access (ACA) portal; for more information, read City news article.
- Express permits for basic home upgrade projects like water heater replacements, roof replacements, and minor kitchen/bathroom remodels
- Solar permits for small residential roof mounted solar systems
- Electronic plan review for existing permits
Starting Monday, May 11, 2020, the City’s Development Services Center is open Monday through Thursday from 8:00 am to 12:00 pm and 1:00 pm to 3:30 pm. The Center is closed from 12:00 pm to 1:00 pm for cleaning. On Friday, the Center is open from 8:00 am to 12:00 pm.
