Council to Vote on Outsourced Recreation Contract Tomorrow

San Carlos up for approval as recreation services provider at Tuesday's Half Moon Bay City Council meeting.

Law enforcement in Half Moon Bay is not the only outsourced city services contract up for approval at tomorrow night's city council meeting.

After two months of negotiations since the council's to begin talks with San Carlos, Half Moon Bay has put together a contract with its fellow Peninsula city to provide its recreation services. The City Council will vote on whether to approve the two-year contract, which is dated to begin on July 15 (see attached PDF for more information). The opportunity to renew the contract for one year will be available in 2013 and 2014.

Outsourcing the department would replace the city's two part-time staff, Recreation Supervisor Dirk Alvarado and department Administrative Assistant Caroline Wiegandt, with a part-time staff from San Carlos who would provide in-person services for a minimum 15 hours a week.

Currently, both Alvarado and Weigandt work three days a week at the department's offices located in the . In April, Weigandt if the 15 hours of in-person staff time per week proposed by San Carlos would be adequate.

If the contract is approved, San Carlos would work on-site alongside existing department staff beginning July 15 to provide services for summer recreation classes and to transition department operations.

According to the city staff report, Alvarado and Weigandt would retain their positions until the end of August.

Tasks that San Carlos will be responsible for include:

  • Facility management, coordination of use, and scheduling of the Ted Adcock Community/Senior Center, the Train Depot and Smith Field
  • Develop, implement and manage recreation facilities, vendors and facility rentals
  • Collect revenue from recreation classes and facility use
  • Work in collaboration with the Half Moon Bay Recreation Committee
  • Assume responsibility for producing three recreation program guides
  • Work with and Half Moon Bay Little League to coordinate shared use of the Ted Adcock Community/Senior Center and Smith Field.
  • Collect user data for customer satisfaction, needs assessment, program data and revenue to be compiled in an annual report.

The Half Moon Bay City Council meets tomorrow evening at 7 p.m. at the , 535 Kelly Avenue, Half Moon Bay.
