1. LUMMIS DAY OUTREACH (Festivals)
Motion to approve $2,500 for twenty 10’x4’ banners announcing Lummis Day with the ASNC logo for mutual outreach benefit. ASNC also to receive free program ad, community table, preferred parking, listing on sponsor board. [Ann Walnum]

2. DOG WASTE BAGS IN MONTEREY HILLS (Health)
Motion to approve up to $750 in community projects funds (category: Health) to purchase dog waste bags for a publicly accessible dispenser located on Via Arbolada. Approved by Monterey Hills Local Issues Committee. [Jeff Goodwin]

3. MONTEREY HILLS LOCAL ISSUES AND MONTEREY HILLS FEDERATION OUTREACH (Outreach)
Motion to approve up to $200 in outreach funds for printing and mailing of flyers which announce
Monterey Hills Federation and ASNC Monterey Hills Local Issues Committee meetings for 2011.

4. BROCHURE/POSTER FOR SOUTHWEST MUSEUM AND CASA DE ADOBE (Culture & Arts)
Friends of the Southwest Museum Coalition (of which ASNC has been a longtime member) will develop and
produce printed material at a cost of up to $1,500, to be  directed to a broad audience to raise awareness and
support for reopening the Southwest Museum and Casa de Adobe. Distribution includes tabling at
community gatherings, including ASNC meetings and events. Approved by Recreation Culture &
Arts Committee. [Ann Walnum]

5. AUDUBON CENTER FITNESS PROGRAMS (Recreation)
Support for nature-based hikes designed to improve opportunities for outdoor physical activity with a nature focus, $2,400.
• Women’s Fitness Hike – A bi-lingual fitness professional leads a monthly hike designed specifically for women who are new to the outdoors, or uncomfortable walking in a park environment. Goals include teaching good hiking techniques, health benefit information, and safety in the outdoors.  Audubon Center staff provide free child care for participants.
• Family Nature Hikes – Monthly hikes for families with children ages 3 to 10. Participants learn about Debs Park’s natural history.  Content varies by season. Approved by Recreation, Culture & Arts Committee [Jeff Chapman, Rosa Delgado]

6. LOS ANGELES INTERNATIONAL CHARTER SCHOOL STUDENT RECRUITMENT SUPPORT (Education)
Moved that the ASNC provide a neighoborhood purposes grant in the amount of $2,500 to Los Angeles International Charter High School for student recruitment costs. Approved by Hermon Local Issues Committee [Clifford Moseley]

7. CERT HELMETS & VESTS (Public Safety)
Motion to allocate up to $2000 in community project funds to purchase CERT helmets and vests for graduates of future CERT classes held within ASNC boundaries (B2 & B7).  The LAFD no longer has the funds to purchase these items, which previously were handed out to all CERT graduates.  As a result the class in Hermon, which is starting Mar 15th, will not receive gear if this funding request is not approved. CERT’s entire identity is defined by these safety clothes – therefore it is very important that other organizations pick up this missing piece of CERT funding.  The LAFD will continue to pay for the majority of the costs (i.e., conducting CERT classes free of charge), as well as help ASNC secure a bulk discount of vests and helmets through their distributor, SOS Survival Products. 8. DIRECTOR OF ANIMAL WELFARE OPERATING FUND (Animal Welfare)
Motion to allocate up to $1500 for the establishment of an ASNC Director of Animal Welfare (DAWS) operating fund designed to cover emergency medical costs incurred from the rescue of injured, sick and/or intact neighborhood cats and dogs in ASNC communities. Motion approved by the Animal Welfare Committee. [Mark Legassie]

IX. ACTION ITEMS. Requests without funding.

1. RE-ORDERING OF CERTIFIED ASNC BYLAWS
Review of, and request for board approval for, the re-ordering of the certified ASNC bylaws to fit a uniform Table of Contents approved by the City’s Board of Neighborhood Commission last year. (Due date for their submission to Dept. of Neighborhood Empowerment is: April 5, 2011) [Joseph Riser]

2. PILOT PEROSNALIZED EMERGENCY PREPAREDNESS PLAN 
Motion to approve the ASNC Public Safety Committee’s written proposal to the city’s Emergency Management Department (EMD) to become the first pilot neighborhood council for development of personalized emergency preparedness plan.  This prototype plan will then used as a  neighborhood plan template to be used by all NC’s in the City.  EMD was recently awarded a grant to develop such a template and is seeking one representative NC to work with.  ASNC was selected to compete with four other neighborhood councils for this prestigious honor, since we are considered “one of the  five top NCs active and focused on emergency preparedness in your community.” Proposal is due to EMD by March 31, 2011. XIII. ADJOURNMENT

Funding requests: Unless otherwise stated in the approved motion, any funds appropriated for community projects as a result of this meeting’s actions: (1) will be drawn from the 2010-11 ASNC budget; and, (2) under ASNC standing rules, under ASNC standing rules, expenditure of any such funds must begin WITHIN SIX MONTHS OF APPROVAL BY THE BOARD, or the appropriation will automatically lapse.

The public is requested to fill out a “Speaker Card” to address the Board on any item of the agenda prior to the Board taking action on an item. Comments on Agenda items will be heard only when the respective item is being considered. Comments from the public on other matters not appearing on the Agenda that is within the Board’s subject matter jurisdiction will be heard during the Public Comment period. Public comment is limited to 2 minutes per speaker, unless waived or adjusted in the interest of fairness, by the presiding officer of the Board. The agenda is posted for public review at Mount Washington Elementary School Bulletin Board (3981 San Rafael Ave., 90065), Superior Grocers (133 W. Ave. 45, 90065), Ramona Hall Community Center (4580 N.
