Coroner Identifies Bystander Killed In Otay Mesa Drag Race

Authorities released the name of the bystander who was killed during a drag race in Otay Mesa.

SAN DIEGO, CA — Authorities Monday publicly identified a 32-year-old Los Angeles County man who was struck and killed by an out-of-control sports car during an illegal weekend drag race he was watching in Otay Mesa.

Quarann Lottie of Compton was standing in a commercial driveway in the 8800 block of Kerns Street when a Ford Mustang veered off the roadway and hit him about 6 a.m. Sunday, according to the San Diego Police Department and county Medical Examiner's Office. Lottie died at the scene of the crash.

The unidentified driver of the other vehicle involved in the speed contest, a Chevrolet Nova, sped off following the fatal wreck, SDPD Sgt. Victoria Houseman said.

The man who had been driving the Mustang, 28-year-old Jason Clifford Dennell, remained in the area and was interviewed by investigators. Dennell, a resident of the Los Angeles-area community of Littlerock, was arrested on suspicion of vehicular manslaughter and reckless driving.
