Newport Beach Man Arrested After Car Chase
A Newport Beach resident wanted in an outstanding no-bail warrant was arrested Wednesday after a car chase across South Orange County.

LAGUNA BEACH, CA —A car chase that began in Laguna Beach ended with a Newport Beach man's arrest, police said. Newport Beach resident Richard Scott Bloustine, 53, was wanted for a felony no-bail warrant for fraud, according to Laguna Beach Police Sgt. Jim Cota.
Officers attempted to engage with Bloustine in Laguna Beach. Instead of obeying officers, he sped away in a silver Mercedes.
A pursuit ensued, with Orange County Sheriff's and Newport Beach Police Department assisting the Laguna Beach police.

"The suspect was on the phone with the Newport Beach Police Dispatch" during the pursuit, NBPD spokeswoman Heather Rangel reported. At 4 p.m., Newport Beach Police began their crisis negotiation with the suspect over the phone.
"The Crisis Negotiation Team was able to get the suspect to exit his vehicle and surrender to the police," Rangel said.
