At approximately 3:30 p.m. Sunday, witnesses called 911 to report a man driving recklessly through the city, Cota says.
The driver was swerving and nearly colliding with other motorists in the area of Cress Street, he told Patch. Police attempted to pull over Tracy, but he evaded officers through downtown streets, then headed out of town on Laguna Canyon Road.

He turned onto Canyon Acres Drive, where police had lade "stop sticks," however, Tracy maneuvered around them, Cota says.
"He then drove towards two officers, causing them to fear for their safety," Cota said.
When the driver entered Laguna Canyon Raod and Canyon Acres Drive, he broadsided a stopped car.
"The impact of the collision pushed that vehicle into a third car," Cota says. The car Tracy was driving was finally out of commission due to that crash.
He was ordered out of the car but chose to avoid the officer's commands, Cota says. That officer then deployed his Taser, striking Tracy in the back. The suspect was then handcuffed and taken under arrest.
Suspecting DUI due to his behavior, arresting officers found Tracy's breath results were over the legal limit.
Police later learned that Tracy was involved in a family altercation at his home in Laguna Niguel and had stolen the car he was driving. His preliminary court appearance is scheduled for Aug. 23 at Central Superior Court.
