Is a "Floating City" possible? (Bioshock Infinite)

We have all at least seen an episode of the "Jetsons". The idea that was very cool was the idea of a city in the sky. Well, would you believe me if that a city suspended over 10,000 ft. fron the ground is infact possible. 

How?: Most of you are probably shocked by this statement. For those who might've misunderstood me, the city is floating like balloons, but literally suspended in air. This is thanks to Quantum Physics which is possible by a couple necessities. First one, is having a lot of high powered amount of mangets under your specific target. Second, is the object being suspended needs an eletrical current. Third, is needing to actively cool off the electrical current with liquid nitrogen.
