Lake Elsinore Property Owner Says City Owes Him Money For Boat Dock

Terry Thielen of San Marcos owns property on Lake Elsinore's northeastern shore and he maintains the city owes him money after he installed a boat dock there.

Thielan contends the city has denied him the ability to use the dock, so therefore it owes him thousands of dollars. 

The city claims the dock is grossly deficient.

Theilen is the same man whose Jeep sank into the lake earlier this year.
