Moraga Budget Includes Canyon Road Bridge

The city's finances were hit hard by coronavirus sales tax revenue losses, but property tax revenue makes up for the downturn.

LAMORINDA, CA — The Moraga Town Council on Wednesday will consider approving a $22.75 million 2020-2021 total budget, including a $9.82 million general fund operating budget and a $12.93 million capital improvement program budget.

The budget projects a small surplus, and a year-end general fund reserve of $4.87 million, a town staff report says.

The $9.82 million operating budget is 4.9 percent lower than the $10.3 million general fund operating budget of 2019-2020. Part of that is tied to a projected sales tax revenue drop of 14 percent to $1,003,000 — related directly to the COVID-19 coronavirus pandemic.

Still, total general fund resources are projected to increase by $616,000, or 7.4 percent, thanks partly to a projected 4.7 percent increase in property tax revenue.

"Should the impact of COVID-19 on the economy be greater than currently projected, adjustments will need to be made during the mid-year budget process completed in early 2021," a town budget report states.

The Capital Improvement Program budget is dominated by the $8.3 million in funding to continue construction of the permanent Canyon Road Bridge, the largest public works project in Moraga's history.
